Trumbull County, Mahoning County, Warren City and Youngstown City Health Districts, Mercy Health, Mercy Health Foundation, Trumbull Mental Health & Recovery Board and Mahoning Mental Health & Recovery Board just completed a Community Health Assessment to find out the needs of our communities, and now it is time to take action to address those needs. Throughout this process, we have heard from community members through surveys, community conversations, and voting on priorities, and our agencies are offering another opportunity for community members to have a voice in the Community Health Improvement Plan (CHIP).

We will be holding 4 community CHIP meetings, which will be held in person, but will also offer a Zoom option, to allow as many community members as possible to participate and have a voice in this process. The first sessions will be held on Sunday, July 10th from 5-7pm.

In Trumbull County, it will be held in Warren City Council Chambers, 141 South Street S.E. Warren, OH 44483, with refreshments provided.

In Mahoning, it will be held at the Eugenia Atkinson Rec Center, 903 Otis St., Youngstown, Ohio 44510

The City of Warren is required by the Ohio EPA to implement a stormwater management program. This program is managed by the Water Pollution Control Department (WPC). Part of this program includes letting residents know about the program and providing information about stormwater pollution and how to prevent it from entering our rivers, lakes and streams.

As stormwater flows over the ground, it picks up litter, chemicals, and pollutants that can contaminate our drinking and recreational water supply. Unlike residential wastewater (from toilets, showers, and sinks) that is filtered through a wastewater treatment facility, anything that enters a storm sewer system or roadside ditches in the City of Warren goes to Mosquito Creek or the Mahoning River with no treatment.

About the Meeting

Every 5 years, the City of Warren Water Pollution Control Department (WPC) updates its Stormwater Management Plan to meet Ohio EPA's requirements for cities with separate storm sewer systems. 

In this meeting, we will review the new Stormwater Management Plan and how it fulfills Ohio EPA’s requirements to prevent pollutants from entering our water systems. We will also touch on Warren’s comprehensive stormwater planning efforts, which seeks to address other stormwater issues that residents have been facing.

MAYOR FRANKLIN, CITY OF WARREN EXTEND AMERICAN RESCUE PLAN PROJECT PROPOSAL FORM DEADLINE

The City of Warren and Mayor Franklin have extended the deadline for organizations to submit funding proposals to the City’s Project Proposal Form. The updated deadline for submitting proposals is Friday, June 3rd by 5:00pm. 

Approved by Congress in early 2021, the American Rescue Plan (ARP) allocated $28 million of State and Local Fiscal Recovery to the City of Warren. 

Organizations must use the project proposal form found at:  “Warren ARP: Project Proposal Form (Linked Here)”.

Applicants are encouraged to look at Warren’s full ARP funding priorities sheet. 

ARP funding will be targeted to projects that address community priorities determined through community surveys and input sessions, align with community planning initiatives, and address disparities highlighted during the COVID pandemic. 

Mayor Doug Franklin said, “We are excited to work with community partners to mitigate the long-term impacts of the COVID-19 pandemic and ensure that Warren leverages our funds appropriately to emerge stronger and more sustainable.”

The Splash Pad in Packard Park will be opening Friday, May 27th at 11 am. Daily hours will be from 11 am to 7 pm and it will close on Tuesday, September 6th.
