Community Development Department

Community Development Department is responsible for overseeing an array of federal and local grant dollars in an effort to improve living conditions for low-to-moderate income persons by providing safe, affordable housing and economic opportunity, and by creating strong, vibrant neighborhoods.

Funds are used to support a range of community development needs, including infrastructure improvement, housing services, economic development assistance, and supportive services – all of which improve the physical and social environment of city neighborhoods and enhance the quality of life for all Warren residents.

IMPORTANT INFORMATION FOR RECIPIENTS AND/OR CONTRACTORS THAT MAY BE AWARDED A CONTRACT AND/OR ENTER INTO AN AGREEMENT IN THE FUTURE THAT IS FUNDED WITH HUD CDBG/HOME FUNDS


The Government has transitioned away from using the Dun & Bradstreet Data Universal Numbering System (DUNS) to the new Government issued Unique Entity Identifier (UEI) as a means of entity identification for federal awards. Entities must be registered in SAM.gov and have an “ACTIVE REGISTRATION” to qualify for awards/contracts/purchases that include federal funding (CDBG/HOME).

If you have not already registered or your registration has expired, please register immediately.

As per the HUD Guidance we have received, ALL Recipients (including Sub-Recipients, Contractors, and/or Sub-Contractors) MUST be registered and have an Active Registration in SAM.gov to allow us to complete the required Exclusion Search. No payments will be issued for a contract and/or agreement if this search cannot be completed, or if there are Active Exclusions listed on your account.

The General Services Administration (GSA) has provided tools that will assist you in obtaining and/or registering your UEI. Please see the links below:

Golden Triangle Infrastructure Plan Released

On August 26, 2015, Mayor Franklin joined with Howland Township Trustees, Trumbull County Commissioners, and the County Engineer to reveal the infrastructure improvement plan for the Golden Triangle Industrial Area. The plan proposes a series of public improvements to the county's busiest industrial area, inclduing directional signage, reconfiguration of an intersection, and a new access road.
