Community Development Department is responsible for overseeing an array of federal and local grant dollars in an effort to improve living conditions for low-to-moderate income persons by providing safe, affordable housing and economic opportunity, and by creating strong, vibrant neighborhoods.
Funds are used to support a range of community development needs, including infrastructure improvement, housing services, economic development assistance, and supportive services – all of which improve the physical and social environment of city neighborhoods and enhance the quality of life for all Warren residents.

LEGAL NOTICE ADVERTISEMENT FOR REQUEST FOR PROPOSAL
NOTICE IS HEREBY GIVEN that the City of Warren, Ohio, will accept proposals for
Housing Needs Assessment, Gaps Analysis And Funding Allocation Plan
The City is issuing a Request for Proposal (RFP) seeking professional services to Assist the City in evaluating the size and demographic composition of Qualifying Populations within the Consortium’s boundaries, Assist the City in the preparation of the Funds Allocation Plan, and Assist the City in providing for and encouraging citizen participation in the HOME-ARP Allocation Plan.
All work shall be done as directed by the specifications and description of work. Proposals and questions should be directed to: Michael D. Keys, Community Development Department, 258 E. Market St, Suite 305, Warren, Ohio 44481, 330-841-2565, mkeys@warren.org and will be received until 3:00 PM on Friday, December 02, 2022. The RFP can be viewed and downloaded HERE. The City reserves the right to reject any or all proposals.
NEEDS SURVEY: The City of Warren, as fiscal agent for the Warren-Trumbull HOME Consortium, has been granted $2.6 million from the HOME Investment Partnerships American Rescue Plan to provide homeless assistance and supportive services in its jurisdiction. The City of Warren Community Development Department is requesting that you complete the Survey below and return it before December 30, 2022. The Survey will be utilized when preparing the Funding Allocation Plan that is required by the Department of Housing and Urban Development. We appreciate your time and comments. IMPORTANT INFORMATION FOR RECIPIENTS AND/OR CONTRACTORS THAT MAY BE AWARDED A CONTRACT AND/OR ENTER INTO AN AGREEMENT IN THE FUTURE THAT IS FUNDED WITH HUD CDBG/HOME FUNDS
Starting April 4, 2022, the Government will transition away from using the Dun & Bradstreet data universal numbering system to the new Government issued Unique Entity Identifier (UEI) as a means of entity identification for federal awards. Entities must be registered in SAM.gov to qualify for federal awards, which are reported to the public through USASpending.GOV
If you have not already registered or your registration has expired, please register immediately.
The General Services Administration (GSA) has provided tools that will assist you registering your entity and obtaining a DUNS/UEI.

Golden Triangle Infrastructure Plan Released
On August 26, 2015, Mayor Franklin joined with Howland Township Trustees, Trumbull County Commissioners, and the County Engineer to reveal the infrastructure improvement plan for the Golden Triangle Industrial Area. The plan proposes a series of public improvements to the county's busiest industrial area, inclduing directional signage, reconfiguration of an intersection, and a new access road.
