City Business Services

In addition to providing businesses with financial assistance, the City of Warren also provides the following services:

Site Selection – The City’s development team can assist in finding sites suitable to a business location or expansion through their relationships with landlords in the area, commercial and industrial realtors, and the city’s own property portfolio.

Business Development – Through its economic development team, Warren has the resources to assist any business getting started or expanding in the city. The City can offer help in developing business plans, act as a liaison with various agencies, utilities, and government departments, contacts with the media for press releases and public relations purposes, assistance with neighborhood problems, and much more. All these services are provided at no charge to the business owner.

Zoning Assistance – The City will ensure that the sites are properly zoned for development needs.

Infrastructure – The City will work to obtain financial assistance for the construction of roads and other infrastructure needs for further development of the property.

Fees – The City of Warren may waive sewer and water assessments, tap-in fees, and inspection fees.

Utilities and Safety

Water Rates – Warren’s water rate is approximately 30% cheaper for businesses inside the city limits.

Sewer Rates – Warren’s sewer rate for businesses located inside the city is based on a 100 cubic foot unit (748 Gallons). There are three sewer districts in Trumbull County: the Metropolitan Sewer District, the Howland Sewer District, and the Mosquito Creek Sewer District. Warren’s equalization policy allows for businesses using county sewers to pay city rates.

Note: sewer and water are subject to updates to reflect changes in rates and policies.

Police and Fire – Warren’s safety forces are second-to-none in Trumbull County when it comes to training, experience, equipment, and manpower. Warren’s Fire Department is rated as a class three, which reflects positively on insurance costs, and offers exceptional response time.

In addition, the city’s downtown district provides visitors and residents with entertainment, shopping, government offices, restaurants and a community college.
