ADVERTISEMENT FOR BIDS

NOTICE IS HEREBY GIVEN that sealed bids will be received in the Office of the Director of Public Service and Safety, City Hall, 391 Mahoning Avenue N.W., Warren, Ohio until 11:00 a.m., local time, on

Thursday, October 22, 2020

 

For City of Warren, Ohio WPCC & Pump Stations Phase I Improvements, as authorized by Ordinance Number 12933/2020.

The work covered by the Contract documents involves renovations to the South Leavitt Pump Station and Main Pump Station, installation of a new waterline and force main from Main Pump Station to the WPCC, a new Septage Receiving Facility, Screenings Improvements, Primary Settling Tank Improvements, Final Clarifiers Improvements, Aeration Tank influent gates replacement, SCADA Improvements, and Electrical Upgrades to the Biosolids Process.

The Engineer’s Opinion of Probable Construction Cost for each contract is as listed below:

  • Contract A – Waterline & Force Main $ 3,950,000
  • Contract B – Main Pump Station & South Leavitt Pump Station,
    Less Electrical & SCADA $ 13,130,000
  • Contract C – WPCC Improvements, Less Electrical & SCADA $ 11,950,000
  • Contract D – Electrical & SCADA $ 6,490,000
  • Contract E – Condition Assessment of Existing Force Main $ 180,000
  • Total for Contracts A-E $ 35,700,000

Copies of the Bidding Documents may be purchased at Northeast Blueprint & Supply Company, http://www.neprint.com, East 286th Street, Euclid, Ohio 44132-2138, 216-261-7500, upon payment of Five Hundred dollars ($500.00) plus shipping, NONE OF WHICH WILL BE REFUNDED. Bidders must be registered plan holders.

All bids must be returned in a sealed envelope addressed to the Director of Public Service and Safety and marked on the outside what the bid covers. Bids must include (1) A bond in accordance with ORC 153.571 (rollover), for the full amount of their bid; or (2) A certified check equal to ten percent (10%) of their bid; or (3) A cashier’s check equal to ten percent (10%) of their bid; or (4) A letter of credit, pursuant to Chapter 1305 of the Ohio Revised Code, equal to ten percent (10%) of their bid. Any bid guaranty shall be subject to the applicable provisions of Chapter 153 of the Ohio Revised Code to the same extent as if said provisions of Chapter 153 were fully incorporated within said bid guaranty. If the bid is accepted, the successful bidder shall enter into a contract and if the Bid Security was made by 2), 3) or 4) above the successful bidder shall furnish a Contract in accordance with ORC 153.57. Either bond shall be for 100% of the amount bid, including any alternates and shall guarantee that the contractor will perform the work upon the terms proposed, within the time prescribed, in accordance with the plans and specifications and guarantee the payment by the contractor and all subcontractors for labor performed and materials furnished in connection with the project involved.

The City reserves the right to reject any or all bids and to waive any informalities or irregularities in the bids received; and to accept any bid which is deemed most favorable to the City of Warren at the time and under the conditions stipulated. All bidders are required to attend a MANDATORY VIRTUAL PRE-BID MEETING on Tuesday, September 29, 2020 at 10:00 a.m. local time. The meeting will be held via Microsoft Teams. Bidders must comply with all contract provisions for projects receiving Federal aid including, but not limited to, the provisions of Executive Orders 11246 and 11375 and the Davis-Bacon Act as amended. Davis-Bacon Prevailing Wage Determinations must be used in addition to any state prevailing wage rates required by Ohio state law.

Guidance on American Iron and Steel Provisions as specified in HR #3547 apply to this project. All material, items, and appurtenances supplied and installed on this contract shall be manufactured in the U.S.A. unless contractor can demonstrate the items are not available in U.S.A. This procurement is subject to the EPA policy of encouraging the participation of small business in rural areas (SBRAs).

EEO, DBE, Debarment and other requirements for projects funded through the Ohio EPA WPCLF Account are defined in the Documents and must be complied with.
