Environmental Enforcement Unit

The Geauga-Trumbull Solid Waste Management District and the City of Warren Police Department currently have an agreement to enable a Warren City Police Officer to enforce the Environmental Laws throughout the city. Detective Patrick J. Marsico is assigned the task under the command of the Criminal Investigations Division. The Environmental Detective has statutory authority to enforce all Ohio Revised Code and City Ordinances with its main focus on:
  1. Investigating and enforcement of the Environmental Laws within the City of Warren;
  2. Motor and foot patrols to monitor and apprehend Environmental Law violators;
  3. Surveillance of areas suspected to be dump sites; and
  4. Completing any duties specified by the district related to Environmental Law Enforcement

The Unit has and will continue to work in conjunction with the City of Warren Health Department, Ohio Environmental Protection Agency (EPA) and the Ohio Bureau of Criminal Investigations and Identifications (BCI&I). This unit also works with other local non-law enforcement agencies such as Trumbull Neighborhood Partnership (TNP) and Weed and Seed.


The goals and objectives for the coming year are to create a greater line of communication between the citizens of Warren and the Environmental Enforcement Unit along with the fore mentioned agencies. We will continue to increase our efforts to better enforce the existing environmental laws and to create a higher quality of life for the citizens of Warren.
